LAA350 - Oppgaveforståelse lecture
Tin will deliver the lecture “Oppgaveforståelse” for the second time in the LAA350 course—his first chance to share insights on the early stages of public procurement in major urban projects. The lecture highlights his extensive experience from plan and design competitions, including several award-winning entries from 2017–2023.
The presentation explores the potential associated with public procurement in plan and design competitions, also known as LOA - "Lov om offentlig anskaffelser." This legislation outlines the process through which consultants apply for design and plan competitions in both tender and proposal formats. The lecture is organized as follows:
Tender & LOA - This segment covers the essential law that mandates local governments to publicly announce any projects exceeding costs of 1.3 million NOK or 100,000 NOK in salaries. The goal is to secure the most competitive proposals for any specific site and to foster competition among consulting firms.
Offer - This part explains the importance of understanding the rules of the tender process, how to respond to them effectively, and strategies to develop a competitive edge. It includes a case study of the Ibsenbiblioteket tender process, detailing both achievements and setbacks.
Delivery - In this section, approximately ten examples are discussed to illustrate how to comprehend and appropriately respond to tenders.
Task/Co-Creation - Students are required to critically analyze a real-world tender and respond based on five key points. Following this analysis, the class collaborates to draft an initial summary of key insights related to Kongsvinger. The five critical points discussed were:

The course LAA350 - Projects in Urban Planning is a 20 ECTS course, focusing on the urban development of the city centre in the medium-sized city Sarpsborg. The course encourages studies of structures, massing and in-between spaces. LAA350 was conceived and previously led by professor Elin Børrud, before her departure this year.
